Details

Following the screening of the ‘Shadows of the Web’ the panel discussion will focus on the crucial importance of global action to combat all forms of child sexual exploitation and abuse. It will draw on legislative developments from across Australia, the UK and EU, as well as hearing victim and survivor perspectives, showing the need for a whole of system response and accountability and action by all sectors to keep children safe online and in our communities around the world.

Biography

Helen Schneider is the Commander of Human Exploitation for the Australian Federal Police (AFP) and lead for the AFP-led Australian Centre to Counter Child Exploitation (ACCCE). In this role, Helen is responsible for leading the coordination and connection of partners to identify, prevent, disrupt and investigate human exploitation, including the online exploitation of children and modern slavery, with a focus on protecting and supporting victims, and removing them from harm. Helen’s policing career began in 1997 with Queensland Police Service working in Community Policing, Investigations, Tactical Crime Squad, Counter Terrorism and Homicide. Helen transitioned to the AFP in 2012 to work in Counter Terrorism (domestic and international), Organised Crime, Learning and Development, and Fraud. Helen has worked in international roles in Indonesia and the Netherlands. Helen holds a Bachelor of Arts in Humanities, Master of Arts in Terrorism Safety and Security and an Associate Diploma of Public Safety (Police Investigation).

Biography

Professor Michael Salter is the Director of the East Asia and Pacific Hub of Childlight, based in the School of Social Sciences at the University of New South Wales, Australia. Childlight is a global child safety institute dedicated to research for impact on child sexual exploitation and abuse. Professor Salter is an internationally recognised expert in child sexual exploitation, complex trauma and gender-based violence. His published work includes the books Organised Sexual Abuse (2013, Routledge) and Crime, Justice and Social Media (2017, Routledge) and over sixty papers in international journals and edited collections. Professor Salter is the Chairperson of the Grace Tame Foundation, dedicated to the prevention of child sexual abuse, and a past president of the International Society for the Study of Trauma and Dissociation, the premier global organisation for the study and treatment of complex trauma. He sits on the editorial boards of the journals Child Abuse Review and the Journal of Trauma and Dissociation. Dr Salter is a member of a number of advisory groups, including the Advisory Group of the National Plan To Prevent Violence Against Women and Their Children, the Expert Advisory Group of the eSafety Commissioner, and the Expert Advisory Committee of the Canadian Centre for Child Protection.

Ms Raphaela Thynne

Biography

Raphaela is currently the head of the Strategy and International Team in the UK Government Home Office Tackling Child Sexual Abuse Unit which leads the overarching cross-government policy & legislative response to tackling this horrific crime. Raphaela also leads all international engagement with Five Country, G7, UN, Council of Europe and other key partners in the wider child sexual abuse eco-system. Prior to this role, Raphaela has over 10 years’ experience working in human rights and equality law and policy for both the Australian and UK Governments, with a focus on women’s rights, LGBT rights, juvenile detention and prevention of torture, and UN human rights treaty body engagement. Raphaela received an MBE for 'services to equality in Northern Ireland: abortion and same-sex marriage reform' in 2020.

Mr Emilio Puccio

Biography

Emilio Puccio serves as Secretary General of the European Parliament Intergroup on Children’s Rights, which he has led since 2015. The Intergroup is a cross-party, cross-national network of over 150 MEPs and 25 child-focused organizations, working to mainstream children’s rights in all EU policies and legislation. As Secretary General, Emilio manages the Intergroup’s parliamentary, legislative, and advocacy work. He sits on the advisory board of the EU Child Participation Platform and is a member of the Spanish inter-ministerial Expert Group on child safety online, established by the Spanish Prime Minister. He also contributes to the Interparliamentary Taskforce on Human Trafficking and advises the EU’s Better Internet for Kids (BIK) initiative. Before his current role, Emilio worked extensively in human rights. He focused on business and human rights at the United Nations Global Compact in New York and supported human rights defenders through the Individuals at Risk Program at Amnesty International USA. A qualified lawyer, Emilio also served as Administrative & Legal Assistant in the Italian foreign service. He holds a Juris Doctor magna cum laude in Law from the University of Palermo, a Master’s in International Business Management from EADA Business School in Barcelona, and a Master in Diplomatic Studies from the Italian Society for International Organizations (SIOI) in Rome. Emilio is committed to advancing children’s rights and building bridges across institutions, sectors, and countries to ensure a safe, inclusive, and empowering environment for every child.

Miss Rhiannon-Faye McDonald

Biography

Rhiannon uses her lived experience of technology-assisted child sexual abuse to raise awareness of the impacts of child sexual abuse so that the professional response does no further harm. She co-ordinates MCF’s Lived Experience Group and is passionate about elevating lived experience voices to improve outcomes for victims and survivors.
